In 2022, STOA set a common approach: “Financing and supporting the development of sustainable and resilient infrastructure for future generations in Africa, Latin America and Asia.” To ensure the coherence of its actions with this purpose, a monitoring committee was created to evaluate the relevance of the initiatives undertaken in relation to the principles and indicators defined in the Purpose Booklet.
This committee brings together executive management, the ESG officer, an employee representative, members from the shareholders, and strategic partners.
From Compliance to Ethics: A Path of Excellence
Marianne Sivignon-Lecourt brings a dual expertise in ethics and organizational transformation to the committee. Since September 2024, she has held the position of Ethics Advisor and Internal Mediator for the French Development Agency (AFD) Group, after completing mediation training at the Conservatoire National des Arts et Métiers (CNAM) in 2022.
In her current role, she leads the work of the AFD Group Ethics Council, develops interventions on conflict management in the workplace, and supports employees and teams facing relational challenges. Her scope also includes overseeing the environmental and social grievance management system at AFD, as well as coordinating the professional whistleblowing system across the Group.
Her career reflects a steady progression toward increasing responsibilities in the development sector. After more than 15 years of legal expertise at AFD and Proparco, she has successively held the roles of General Counsel of Proparco, Director of Permanent Control and Compliance at AFD, and Secretary General of Proparco. More recently, she created and led the Communication, Transformation, Real Estate, and Logistics Department until September 2024.
An Essential Expertise for STOA’s New Challenges
The arrival of Marianne Sivignon-Lecourt comes at a strategic moment for STOA. While maintaining its focus on climate co-benefit projects, the fund seeks to expand its portfolio to integrate a stronger social dimension and a greater focus on essential services.
Her deep understanding of ethical issues and expertise in compliance mechanisms will be particularly valuable in supporting this evolution. The committee will be able to rely on her expertise to assess the real impact of the funded projects in light of STOA’s purpose.
