Ambitions driven by a shared vision

STOA is an impact fund created in 2017 by the Caisse des Dépôts and the Agence Française de Développement (AFD) to finance infrastructure in emerging and developing countries.

Deeply committed to promoting a shared DNA, this joint venture focuses on the promotion of ecological, digital, territorial and societal transitions through development finance and public interest missions.

STOA draws on the experience of its peers, benefitting from both the investment expertise of the Caisse des Dépôts and the AFD’s strong international presence.

The name STOA evokes the porticos of Ancient Greece, meeting places providing protection from the elements. It was chosen to reflect both the stability of our shareholders and the strength of our entrepreneurial spirit.

Our mission: supporting European and local ambitions for the development of emerging markets

STOA engages in long-term partnerships in strategic sectors to effectively meet the critical infrastructure needs of populations, thereby promoting the development of sustainable and resilient economies.

To achieve this, we support high value-added infrastructure and energy projects for African, Latin American and Asian communities, using a robust ESG and Impact approach.

Present in 110 countries via a network of 85 agencies, the Agence Française de Développement (AFD) currently advises, finances and supports over 3,600 development projects.

OUR INVESTMENT POLICY

STOA’s ambitious investment policy is oriented by the following elements:

Developing and emerging countries, mainly in Africa (50%), but also in Latin America and Asia-Pacific.

Greenfield and expansion projects in 5 key sectors: energy, transport, environment, telecommunications and social infrastructure.

Profitable projects requiring long-term investments (15 to 25 years) in which we take a significant minority stake, with tickets ranging from 10 to 50 million euros per operation.

Responsible investments that meet demanding ESG criteria.
